Explicit really just means there's, well, explicit view of sexy bits, gory violence, or drug use, etc. If it's not fully visible then it's not explicit.
But you know, when it gets to website moderation you're really at the whims at whatever personal ideas the person who wrote the rules, and the person who applies them, has about the terms. Which can get really weird I find.
My personal opinion is that these would fit into the T or M ratings, since they are these websites equivalent of "suggestive" and "questionable", respectively. Specifically, the way you describe this it would make it questionable to me, since, well, you it's already making you question whether or not the explicit thing is already happening or not.

however, as the artist, I am stating full well she is naked, she is super duper butt ass naked, 100%. but!! since you can't see any of it its some magical "allowed nudity"? I love that!! thats so good, hahaha! what do you think :D??
